Crafted by Palestinian experts, rooted in Gaza’s realities, and committed to a future on our own terms.

The Phoenix Gaza Framework is the result of a powerful collective effort led by Palestinians — for Palestine.

Our team is a voluntary, interdisciplinary consortium composed of planners, architects, urbanists, environmentalists, legal scholars, sociologists, heritage experts, economists, and medical professionals — united by a deep commitment to Gaza’s recovery and future.

Who We Are

We are Palestinians from Gaza, the West Bank, and the diaspora—deeply connected to the land, people, and institutions of Palestine.
Bringing lived experience and professional expertise, we contribute voluntarily, driven by solidarity and a shared commitment to reclaim Gaza’s future through Palestinian leadership.

What We Bring

We bring deep, hands-on knowledge of Gaza’s spaces and communities—across camps, coasts, informal housing, and infrastructure.
Backed by strong local networks, we work with care and credibility across Gaza’s legal, institutional, and cultural landscapes.

Why It Matters

Unlike external blueprints imposed by foreign institutions, this framework is rooted in Gaza’s social fabric. It emerges from internal mobilisation — the expression of local needs, aspirations, and resistance — and reflects an authentic, homegrown vision of what reconstruction can and should be.

We see ourselves not as technical fixers, but as facilitators, listeners, and amplifiers of Palestinian voices and visions. Our role is to coordinate, translate, and structure these visions into a strategic, implementable, and dignified roadmap for rebuilding Gaza — not from scratch, but from the ashes.

Gaza Will Rise Again:Like the Phoenix,

The phoenix, a mythological bird rooted in Middle Eastern ancestry, symbolizes resilience, regeneration, and eternal life. Able to rise from its own ashes, it has long been associated with Gaza—a place that has endured unimaginable destruction yet refuses to be erased. Like the phoenix, Gaza will rise again. Its people, culture, and spirit remain alive, steadfast, and ready to reclaim the future they deserve.

What makes this plan different is that it begins from within

1. Locally Led and Palestinian-Owned

This framework is developed by Palestinians — for Palestine. It is driven by local experts and communities, not imposed by external agencies.

2. Rooted in Gaza’s Realities

Built on firsthand knowledge of Gaza’s social, spatial, and institutional landscapes — from refugee camps to urban infrastructure.

3. Not Just Post-War — It Starts Now

Designed to begin even during war & genocide, preserving what remains and preparing for dignified reconstruction from the very first moment.

4. From Emergency to Visionary Planning

It bridges immediate recovery with long-term, future-oriented development — from housing and infrastructure to education and economy.

5. Cultural Identity and Land Rights at the Core

The framework protects Gaza’s heritage, community bonds, and land ownership — rejecting the erasure of identity under the guise of rebuilding.

6. Circular, Sustainable, and Just

Centered on circular economy principles, this plan revitalizes Gaza’s economy while prioritizing environmental justice and climate resilience.
